Another popular choice for cheap blinds are roman blinds. These blinds are also usually made of fabric and have large sections/folds down their length. When the blinds are raised, the fabric bunches along the sections creating nice, neat folds, as you can see below.

The standard version comes with a full lining to add to the looks and durability of the blinds, but you can forgo the lining and get a lighter weight version to same some money.
